The Ministry of Finance and NPCI have introduced a revised Merchant Discount Rate (MDR) framework starting 15 October 2026. This has created plenty of confusion around whether your regular investments and bills will suddenly cost extra.

What Is UPI MDR?

Merchant Discount Rate (MDR) is simply the processing fee a business pays to accept digital payments. It covers the cost of the banking and technology networks running behind the scenes.

Under the updated framework, MDR applies only to specific electronic payments, primarily higher-value merchant transactions. It is not a blanket charge on all digital transfers.

Most importantly, you as a buyer do not pay it. Everyday UPI remains completely free for consumers, and the fee is strictly limited to specified merchant checkouts above ₹2,000.

The new rules treat automatic investments and one-time payments very differently.

  • Mutual Fund SIPs via UPI AutoPay: If your SIP runs on UPI AutoPay, nothing changes. These recurring payments stay outside the new MDR fee list. You will not pay any extra charge.
  • One-Time Mutual Fund & Brokerage Payments: Lump-sum mutual fund investments and stock trading deposits above ₹2,000 have a special low rate of 0.02%. The maximum fee is capped at ₹300 per transaction.
  • Who Pays the Fee: MDR is paid by platforms and brokers, not investors. Banks and apps are strictly not allowed to pass this cost on to you as an extra fee.

Impact on Insurance and Recurring Bills

Long-term protection plans and subscriptions follow simple, separate rules to keep costs low.

  • Insurance Premiums: If your premium is above ₹2,000, there is no 0.4% fee. Instead, insurance has a flat fee of ₹5 per transaction. Even if you pay a ₹50,000 yearly premium, you will not face percentage-based deductions.
  • OTT and Utility AutoPay: Recurring bills on AutoPay, like OTT subscriptions and utilities, run under standard mandate rules without the regular merchant percentage fee.

Everyday Transfers: Friends and Shopping

The rules protect daily personal transfers and small shop visits.

  • Sending Money to People (P2P): Sending money to family, friends, or roommates is 100% free. There is no charge, no matter how much you send.
  • The ₹2,000 Free Limit: Retail shopping up to ₹2,000 carries zero MDR. This covers nearly 96% of all merchant transactions.
  • Street Vendors and Small Shops: Vendors who receive up to ₹1,00,000 per month on their QR code pay zero MDR on all payments.
  • Bigger Shopping Bills: If you spend over ₹2,000 at a large store, a 0.4% fee applies to the merchant. This fee stops at a maximum of ₹300 for single bills of ₹75,000 or more.

Customer Protection and Behind-the-Scenes Costs

The framework protects buyers while supporting digital payment systems.

  • No Extra Charges for You: Payment apps and banks cannot add platform fees, convenience fees, or hidden surcharges to your payments.
  • Where Does the Money Go?: Collected fees help banks and apps maintain servers, fight fraud, and improve tech. Also, 5% of these funds will go toward bringing UPI to more rural and small-town shops.

So, the revised UPI framework maintains free transactions for peer-to-peer transfers, small merchants, and everyday retail payments under ₹2,000.
